This approach created a fragmented process where physical documents, electronic records, and system data were often disconnected during critical early stages of tax processing.

Because scanning occurred late in the process, document backlogs were common, especially across two geographically separated processing centers. When discrepancies arose or research was required shortly after a tax return was processed, staff often had to locate physical documents stored in boxes rather than accessing them digitally.

Once documents are scanned, ImageTrust initiates intelligent document processing workflows that:
- Send images to AWS Textract for OCR and document recognition

- Extract structured data using models from Azure Document Intelligence and Amazon Bedrock Data Automation, which are maintained in the state’s own cloud environments
- Compare extracted results across engines and apply confidence-based business rules
- Route only low-confidence or mismatched data to users for review through a custom browser-based validation interface
Validated data is then delivered via API to NV-TAX’s tax accounting platform, GenTax by FAST Enterprises, where downstream tax processing and payment handling occurs.
